if teams in the group stage finish level on points, do they decide based on goal difference or head to head record?

If tied it will be goal differential that comes into play, if it's more than 2 teams tied and goal differential is the same for all 3 teams, what comes into play is who scored the most against each other, if that's the same as well which is very rare, i believe then it will be panelty shootout or simply throwing a coin in the air and call it(heads or tails)
